When an overseas brand starts looking for a cosmetic manufacturer in China, they don't begin with your homepage. They type a specific question into Google or ChatGPT, then shortlist the suppliers whose pages actually answer it. These 7 questions come up in almost every first conversation with an overseas buyer.
1. What is your MOQ, and can we scale in stages?
The biggest fear for small overseas brands isn't a higher unit price — it's being forced to commit to tens of thousands of units on the first order. They will ask directly: can the first batch be under 5,000 units? If the market responds well, can the second batch be restocked within 30 days?
A factory that can answer this needs to be specific: which product lines support low MOQs, whether that low MOQ requires a stock formula or a custom one, and the real production lead time for restocking. Factories that answer vaguely with "we can be flexible" usually lose trust in the follow-up conversation.
2. How fast can samples arrive, and how is sampling charged?
Overseas buyers are far more sensitive to sampling timelines than domestic clients, because they need to budget for international shipping and internal testing. The industry norm is 7–15 working days, but overseas buyers will push further: does that clock start when the formula is confirmed, or when payment is received? Does the sampling fee include formula revision rounds? Is there an extra charge beyond two revisions?
3. What certifications do you hold, and can you provide certificate numbers?
ISO9001, GMPC and ISO22716 are the three most common certifications in cosmetic manufacturing. Overseas buyers won't just read what's on your website — they'll ask for the certificate numbers and verify them independently. Some will also ask whether the factory has passed third-party audits such as Sedex, BSCI, or a customer-led audit.
4. Are you registered with the FDA under MoCRA?
This is the question overseas buyers care about most, and the one that most often stalls a deal. Cosmetic products sold in the United States now require facility registration and product listing under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). The FDA does not issue "certificates" for cosmetic registration — factories must register through the Cosmetics Direct portal and can provide confirmation records.
For buyers, the practical question is: does the factory have an active facility registration? Can it provide the FEI (FDA Establishment Identifier) number for product listing purposes? Registration must be renewed every two years, so a lapsed registration can delay or block a shipment. A factory familiar with MoCRA will understand the difference between facility registration (the manufacturer's responsibility) and product listing (the responsible person's obligation).
5. Is the capsule shell gelatin or plant-based — do you have a vegan option?
For softgel products, this is a mandatory question from overseas buyers. Demand for vegan and vegetarian certification in Europe and North America keeps growing, and plant-based shells such as HPMC are seeing rising demand. The factory needs to explain clearly: is the MOQ for plant-based shells higher than gelatin? Are there filling compatibility differences? Does it affect shelf life?
6. Can you provide full batch records and third-party test reports?
Before a first order, overseas buyers will typically ask to see a sample batch record from a previous order (redacted) and a third-party test report. This isn't distrust — it's their compliance process. Whether a factory can provide these documents within 24 hours directly reflects how disciplined its quality management system is.
7. Who handles export documents and customs clearance?
Overseas buyers need to confirm: does the factory hold export qualifications? Can it provide a commercial invoice, packing list, certificate of origin and MSDS? Are shipping terms FOB or DDP? If the factory isn't familiar with export procedures, goods can sit in customs for weeks — and someone has to carry that risk.
A practical note for factories
If your target clients are overseas brands, your website content should answer these 7 questions directly — not just repeat "20 years of experience, GMP workshop, one-stop service." When overseas buyers use Google and ChatGPT to shortlist suppliers, pages that give specific answers get cited and contacted far more often than generic introduction pages.
