The Gulf keeps ranking among the fastest growing beauty regions, with Saudi Arabia anchoring regional demand while the UAE serves as a trading hub for the wider Middle East. Distributors in Riyadh, Jeddah, Dubai actively look for capsule skincare lines, yet many importers discover late in the process that the two largest Gulf markets run very different entry systems. A file prepared for one country rarely transfers directly to the other, and surprises at the port of entry are expensive.
This guide compares the Saudi and UAE pathways, lists the documents each one expects, and shows where single-dose capsule formats fit a Gulf launch.
Saudi Arabia: Notification Through eCosma
Saudi Arabia operates a notification system rather than an approval system. Before a cosmetic product can be imported, a Saudi entity acting as the responsible person files a product notification on the SFDA eCosma platform. The filing covers the full INCI formula, product images, intended use, shelf life, and Arabic label artwork that matches the entry exactly. Review is typically measured in working days, which makes Saudi one of the faster markets in the region once the file is complete. One step importers should not skip: each shipment still needs a Certificate of Conformity issued through the FASEH platform before customs release, so compliance work continues after notification. Note also that a set or gift box is notified component by component, so the SKU list should be planned early.
The UAE: Registration With MOHAP
The UAE requires product registration before sale. The route runs through MOHAP with a local agent holding a UAE trade license, and the dossier includes a Certificate of Free Sale from the country of origin, a GMP certificate, the full formula, plus bilingual Arabic and English label artwork. Registration certificates for cosmetics are typically valid for three years, and review commonly takes four to eight weeks when the dossier is complete. One practical note: product registration responsibilities in the UAE have been transitioning toward the Emirates Drug Establishment, so confirm the current portal and process with your local agent before filing.
What Both Markets Expect
- Arabic labeling. Saudi labels are Arabic or bilingual, while UAE labels pair Arabic with English and give the Arabic content real prominence on pack.
- Claims discipline. Neither regulator accepts treatment language. Wording that promises to treat acne, pigmentation or hair loss can push a product into drug territory, so keep every claim cosmetic and support it in a product information file.
- GSO alignment. Gulf standards follow EU style ingredient annexes, so a formula already reviewed against EU restrictions usually needs only limited additional checks.
- Local accountability. The responsible person in each market maintains the technical file, handles adverse event reports, and answers regulator queries.
Why Capsules Suit a Gulf Launch
Format matters as much as paperwork in this region. Heat, light and long retail chains are hard on oxidizable oils, and a sealed single-dose capsule protects the fill until the moment of use. A 100 percent plant-based shell also speaks to halal-conscious consumers, while food grade gelatin remains available for buyers who prefer it. The format supports premium positioning in duty free and perfume retail channels, where compact packaging sells well.
CapsulesBiotech manufactures softgel capsules for facial oils, eye serums, hair oils, body lotions, creams and masks, with plant-based or gelatin shells to match your positioning and regional consumer expectations.
